Summary "In 1921, an investigation was carried on by Messrs. Howe, Foley and Winlock, under the auspices of the National Research Council, the results of which were published under the title of - "Influence of Temperature, Time and Rate of Cooling on Physical Properties of Carbon Steel," by the American Institute of Mining and Metallurgical Engineers, February, 1923. These results showed that all physical properties of a 0.34 C. percent steel are improved by increasing the rate of cooling from temperatures above the critical range up to a certain rapidity beyond which, there is a gain in strength at the expense of ductility and toughness. The purpose of the first part of this paper is to determine to what extent this is true of steels of drill steel composition"--Introduction, leaf 2.
