"This report deals with the development of a methodology for conducting an assessment of innovative capabilities of university research centers. It also includes the application of the methodology in a case study, and discussion of the results. Even though technology assessment of research activities has been identified as critical for the success of research centers, not much work seems to have been published in the area. Literature covering the topic is minimal, and an effective methodology for assessing the innovative capabilities of research centers is not readily available. A methodology for technology assessment is developed, which includes a survey questionnaire followed by a strategic session involving the center members. The objective is to assess the current condition of the center with regards to its innovative capabilities, and to identify ways to improve them. The response to the survey and its implementation to the center's innovative capabilities as well as strategic session designed to identify areas of improvement are discussed. This methodology is applied to the Center for Infrastructure Engineering Studies (CIES) at the University of Missouri- Rolla (UMR). The suitability of the methodology is evaluated through application. The research is further substantiated through a survey in which the center members identify the value generated by the methodology.
